Finding Short Pump Residents
Short Pump is an unincorporated census-designated place in western Henrico County, not a city with its own clerk. That fact changes the search route. Henrico's Circuit Court Clerk, Finance division, GIS service, Registrar, and General District Court are the practical custodians. The county's Parham Road complex is the counter route when an online index stops short. Postal wording can complicate a search because the same community may be labeled Short Pump, Glen Allen, Henrico, or Richmond in a delivery address. Keep the address and county together at every step.
Use the source that matches the question. A parcel record can connect an address to a tax account or owner information shown by the county. A deed can document parties to a transfer. A directory can place a household or business in a printed year. None of those sources creates a complete roll of everyone living in one place now.
- Enter the known street address in the county property form and save the GPIN or PID that appears.
- Use that parcel context to inspect GIS layers and compare the legal description with land records.
- For a narrow election question, use the Virginia voter workflow rather than assuming a public neighborhood roster exists.
- For an earlier household, search a Richmond-area directory, newspaper, or Library of Virginia series by year and spelling.
- When a record is not online, ask the named custodian for its inspection or copy route under Virginia FOIA.
Short Pump Resident Record Custodians
Henrico County offices hold the records most likely to answer a Short Pump address or person question. The Clerk is the land, probate, marriage, judgment, and circuit-record custodian. Finance publishes real-estate data, while GIS supplies parcel geography. The Registrar administers elections, but individual voter data is not a general public roll. These offices answer different questions, so a result from one should be checked against the one that owns the next record.

Note: The county courthouse and office counter remain important when a secure system, an older series, or a certified copy is outside a public web form.
Short Pump Addresses and GPINs
The Henrico Property Search is the strongest address-first start. Its visible form accepts GPIN, PID, street number, prefix, street name, unit, use code, description, and sort controls. Save the result's parcel identifier before moving on. The primary view did not show an owner-name field, so an address search should not be described as a confirmed name-search route until a live result or alternate tool establishes that option.
| Property-search field | Use | Research limit |
|---|---|---|
| GPIN | County geographic parcel identifier | Use it as a stable current parcel bridge |
| PID | Property identifier | Check the displayed result before relying on it |
| Street number, prefix, name, unit | Address lookup | Try fewer elements if a unit or prefix blocks a match |
| Use code and description | Property filtering clues | They are not resident fields |
The county describes its real-estate database as including ownership, assessed value, physical characteristics, and sales information. It also calls the online assessment data a public reference copy that can contain errors. Use a recorded instrument for a legal ownership question.

The visible controls show why preserving the number, prefix, street, and unit matters.
Short Pump Parcels and Mailing Labels
Henrico's GIS Viewer is a parcel-geography tool, not a survey or a resident list. Its Real Estate MapServer exposes tax parcels, condos, condo boundaries and phases, subdivisions, lots, subdivision sections, and appraisal areas. Use Identify or Find on a known parcel, then note the layer name, map date, parcel shape, subdivision clue, and nearby lots. The service documents a 2,000-record maximum or selection limit, another reason not to treat a map export as a people directory.
One address can play several roles. The situs address is the physical parcel. A mailing address is where a tax bill or notice travels. A trust, estate, lender, or manager can make those different. A parcel is a legal geographic unit, while a resident roll is a list maintained for a separate purpose. Keep the two concepts apart when comparing assessment, deed, permit, or directory results.
- GPIN
- Henrico's current geographic parcel identifier, useful for connecting county systems.
- Parcel
- A mapped legal tract or unit, not a statement about every person at that location.
- Index
- A finding aid that points to a record; it is not always the record image itself.
- Criss-cross directory
- An address-arranged directory, if a library holds one for the requested year.
Short Pump Deed Trails Since 1947
Henrico says its Clerk digitization reaches land records back to 1947. The public land-record information page explains recording and copy channels, while the remote system is a separate secure route. Start with the latest property result, its parcel ID, subdivision or lot, and legal description. In the land index, compare the present grantee with a likely earlier grantor. Capture the document type, recording date, book and page or instrument number, parties, legal description, parcel or PIN, and any plat reference.
Work backward one instrument at a time. A name match is not enough, because estates, family transfers, trusts, and similarly named parties can create a false chain. If a parcel split or merged, the legal description and plat can explain why a modern GPIN changes. Before 1947, use the Clerk's record room, mail-copy procedure, or the Library of Virginia's Henrico microfilm rather than assuming the web index covers the earlier deed.
Note: The property-title alert registration is optional and does not replace inspection of a recorded instrument or the Clerk's official copy route.

Secure access and the courthouse record room serve different parts of a Short Pump deed search.
Current Short Pump Resident Sources
Current-looking sources have sharply different coverage. Assessment information concerns parcels and published ownership data. Deed indexes concern parties to recorded instruments. The voter portal answers a person's registration, district, polling-place, or related citizen-facing question, but is not an unrestricted address roster. Court and license searches have their own scope. A useful Short Pump residents directory search records which source was used, what date was checked, and what the source cannot show.
The Circuit Clerk land-record page describes the county's recording and copy route.

Use the Clerk's instructions to distinguish a land-record copy request from a property-search result.
| Record source | What it can support | Custodian | Access boundary |
|---|---|---|---|
| Property Search | Parcel, assessment, physical and sales data as published | Henrico Finance | Free reference portal |
| Land-record index | Recorded deed and instrument parties | Circuit Court Clerk | Secure route or record-room fallback |
| Citizen Portal | Registration and precinct information through its workflow | Virginia elections | Not a general voter roster |
| General District Court | Court case information by selected court and criteria | Virginia Courts | Check court, party role, and record limits |
| Historical directories | Printed household, occupation, or address clues | Richmond Room and archives | Year and locality coverage vary |
A name that needs present-day confirmation may call for the focused Short Pump resident lookup workflow, not a broad collection of unrelated hits.
Short Pump Court Names in Context
The statewide General District Court search requires the correct court selection before a name search is meaningful. A result should be read with the case number, party role, status or disposition when shown, court, and search date. Henrico Circuit Court paths are separate, and Virginia does not offer one statewide public circuit-court search. Juvenile and Domestic Relations limits, seals, expungements, and older record losses all create real gaps.
A court search result is a court-record lead, not proof that a person currently lives in Short Pump or that similarly named parties are the same person. Confirm a case-specific question with the clerk. The lack of an online match also cannot prove that no record exists.
Choose Henrico in the Virginia court selection screen.

Selecting the county court is a necessary first step before reading any name result.
Short Pump Voter Portal Limits
The Virginia Citizen Portal provides a narrow individual workflow for registration status, polling place, districts, absentee status, and voting history as available to the requester. Virginia's elections guidance says individual VERIS records are not generally available through FOIA. Voter lists are governed by Va. Code §§24.2-404 through 24.2-407 and the Statement of Responsibility process, which requires a lawful category and signed certification.
That distinction matters around a Short Pump address. There is no public block-level all-occupant voter list to reconstruct a neighborhood. A registration record may be old, protected, or tied to another address. Use the portal to answer its intended election question, then verify any address fact through its actual custodian.
Open the Virginia Citizen Portal for the official voter-information actions.

The citizen-facing workflow is intentionally narrower than a general resident-search tool.
Virginia Vital Records for Short Pump
The Virginia Department of Health Office of Vital Records issues certified birth, death, marriage, and divorce records, and Central Virginia local registrars can issue certificates, usually the same day. Access depends on the record type, confidentiality period, relationship, and identification. Under Va. Code §32.1-271, birth records are confidential for 100 years. Death, marriage, divorce, and annulment records are confidential for 25 years, subject to statutory exceptions.
Use the VDH vital-records office when the requester's eligibility fits the agency rules. A birth, marriage, or death record is not a shortcut around another person's privacy. It can support a family-history, kinship, or certificate question when the request route permits access.
Short Pump ZIP Labels and County Records
Short Pump is a CDP, not a postal boundary. The community can appear with ZIP codes 23059, 23060, or 23233, and addresses at nearby edges may use other labels. Henrico's polling-location table makes the mismatch visible: the Short Pump precinct uses 23059, while Nuckols Farm, Pocahontas, and Stoney Run use 23233, and Innsbrook uses 23060. All are county election geography, not interchangeable municipal boundaries.
Use the USPS ZIP Lookup to normalize delivery wording by address, city and state, or ZIP-to-city search. Then retain the community label, USPS label, and Henrico jurisdiction in the search note. A ZIP or polling place alone does not prove a residence or a parcel location.
Historic Short Pump Resident Directories
The Richmond Public Library's Richmond Room holds city and suburban directories from 1819 to the present, along with phone books, newspapers, yearbooks, maps, archives, and ephemera. Its public description does not identify exact Short Pump publishers or a complete year-by-year coverage run, so confirm titles on the shelf rather than promise a volume for every address. The 1819 John Maddox directory also shows why early locations may be described by roads and landmarks instead of a modern house number.
The Short Pump directory book explains how to read a printed entry and pair it with a deed, census, or newspaper. A directory entry can establish a listing at a point in time, but it cannot establish ownership, every household member, or a current address by itself.
Short Pump's 1865 Record Gap
Short Pump's modern name is much newer than Henrico's record trail. Henrico history connects the name to a tavern and stagecoach stop near a well with a short pump handle around Broad Street Road and Three Chopt Road. Old records may use the road, crossroads, tavern, school, or nearby post office instead. That is a research fact to record, not a reason to silently substitute a modern label for an old source.
Almost all Henrico circuit-court records were destroyed in the 1865 fire. The absence of one court file may reflect that loss rather than an absent person or transaction. Library of Virginia series, deeds, wills, ended chancery causes, order books, newspapers, and reconstructed material can provide a parallel route. LVA's Henrico microfilm identifies deed and index series from 1677 onward, but each series has its own survival period.
Short Pump Permit Records Split
Build Henrico routes current permits, inspections, certificates, and status questions. Henrico announced an email one-time-passcode change for April 16, 2026. More importantly for a property record, the county says material entered before August 30, 2021 remains in the Legacy system and is not accessible in Build Henrico. A failed search in the current system should therefore lead to a records request or Legacy inquiry, not a conclusion that the county has no file.
Keep the address, permit number when known, and date range in the request. The county's records-request form supplies a separate route for building and inspection material when the online boundary or a Legacy record blocks a current portal search.
Short Pump Search Notes That Hold Up
A short search log prevents a record from being detached from its source. Record the original name or address, the county and Virginia jurisdiction, date searched, portal or counter used, exact field values, result identifier, and any access limit. Preserve both the source spelling and the normalized USPS wording. If a result looks wrong, contact the custodian that owns it. A private directory cannot amend a county parcel card, voter record, court docket, vital certificate, or recorded deed.
Virginia FOIA, Va. Code §2.2-3704, provides an inspection and copy framework subject to exemptions. A public body generally must respond in writing within five working days and may charge actual costs. A precise request naming the record, date range, parcel identifier, and desired format helps the office route it.
For a difficult property question, keep a narrow address crosswalk with normalized delivery wording, historical road wording, GPIN, subdivision or lot, deed reference, permit-system date, and directory years. It is a research note for one target, not a list of people.
